I would stick with special blend, foursquare, 686, sessions, burton… any one of those to be on the safe side!! And if you want quality you’re probably going to want to spend no less than maybe $120 which is still kind of cheap…

The Burton Gore-tex jackets are intense. Really, anything with gore-tex. They’re a little bit pricey, but I have a mens one (just a personal preference in choice of outerwear, mens wear is roomier than womens) and it’s steallar. I’ve never gotten cold or wet in it, and If I need to I can totally layer under it. Other good brands are Foursquare, 686, Sessions, Grenade, ect…

686 definitely has the best quality gear in my opinion. They have all the bells and whistles on their stuff. The only problem is that their outerwear compared to another companies outerwear will run a bit more expensive (but not that much), but you definitely get what you pay for. Also, there are quite a few styles out there in snowboarding, and if your not sure what he is in to, you can always play it safe with 686, because they seem to have a style that suits almost anybody.
